By 2:45 in the morning, a freezing sleet was driving horizontally across the East River, coating the cobblestones of Red Hook in a slick, treacherous sheen of black ice.

The Moretti Maritime Engineering Complex sat behind a twelve-foot corrugated steel perimeter wall at the edge of the Buttermilk Channel: three cavernous fabrication sheds, an active drydock holding a four-hundred-foot cargo vessel, and an unassuming two-story brick administrative building constructed in 1922.

A convoy of three black armored Cadillac Escalades rolled through the hydraulic security gates, their tires crunching over the salt-crusted gravel before pulling into the covered bay of Shed 3.

Marcus Vance—Dante’s chief of tactical operations—cut the engine of the lead vehicle.

Six operators in dark tactical wool coats and low-profile ballistic vests fanned out through the shadows of the drydock, their suppressed carbines held at low-ready, sweeping the perimeter with thermal imaging scopes.

Dante stepped down from the running board, holding a heavy black umbrella against the sleet, turning to offer his hand to Amara.

She had discarded her work heels for a pair of heavy leather boots from her office locker, wearing an oversized black wool pea coat Dante had ordered his driver to pull from his private wardrobe. Her dark hair was tied back in a severe, practical knot, her chin held high as she stepped onto the frozen concrete.

Waiting inside the heated administrative annex was Arthur Ross.

The seventy-four-year-old legal titan looked completely unruffled by the hour: bespoke charcoal three-piece suit, his gold-rimmed spectacles perched on his nose, reviewing an illuminated eighty-inch digital drafting monitor connected to a hardened satellite uplink.

Beside Arthur sat Chief Forensic Auditor David Sterling, who had arrived twenty minutes earlier from his brownstone in Brooklyn Heights, surrounded by six heavy Pelican hard cases containing the unsealed Delaware and Zurich banking manifests.

"Arthur," Dante greeted, walking into the room, shaking the ice from his coat. "Did the chancery judge unseal the Cayman warrants?"

"Senior Judge Katherine Thornton signed the emergency order at one-fifteen, Dante," Arthur reported, his deep, gravelly voice cutting through the hum of the auxiliary generators. "We have full, unredacted access to Apex Capital’s private transaction ledger from 2023 to the present. And what Miss Brooks found in her brother's notes was only the tip of the spear."

Amara gasped, her hands flying to the edge of the conference table. "Timing charges? They didn't just dump the chemicals... they rigged the pier to collapse!"

"They rigged it to breach during high tide on Friday morning," David Sterling revealed with clinical disgust. "At nine-thirty—thirty minutes before the City Council oversight vote—the charges would have detonated, rupturing the drums, releasing thirty thousand gallons of carcinogens into the Buttermilk Channel. The Coast Guard would have placed the entire Port of New York under immediate federal environmental interdiction."

"And under the maritime emergency statutes," Arthur Ross added, his weathered face set in lines of frozen fury, "the municipal council would be legally compelled to transfer emergency salvage concessions to the only contractor possessing pre-certified maritime remediation vessels in New York Harbor."

"Apex Clean Harbors," Dante said, his voice dropping into an octave of lethal, subterranean iron. "Julian Vance’s newly formed environmental subsidiary."

Dante walked to the wide drafting table, looking down at the acoustic maps.

The cold calculation of the murder made the hair on Marcus Vance’s arms stand up. Julian Vance had not just planned an assassination; he had designed an ecological catastrophe that would bankrupt an empire, poisoning the waters of New York while positioning himself as the city's corporate savior.

"And Leo?" Amara asked, her voice cracking, her hazel eyes wet with unshed tears as she looked at David Sterling. "Did you find the operational record for November eighteenth?"

David turned a page of the decrypted Cayman server logs:

INCIDENT REPORT: BROOKLYN BASIN SITE SECURITY

DATE: NOVEMBER 18, 2023 // 23:14 EST

SUBJECT: DEP INSPECTOR LEO BROOKS

The room went dead silent.

Councilman Raymond Bradley.

The chairman of the Municipal Infrastructure Committee. The man who had dined with Dante at the Manhattan Yacht Club two years ago—the dinner that Amara had saved him from with a fake water main break.

Amara slumped forward against the table, her hands covering her face, her shoulders shaking with the silent, convulsive agony of three years of solitary grief finally meeting the light of absolute proof.

Dante did not hesitate.

In front of his chief of security, his corporate counsel, and his senior auditor, Dante Moretti stepped forward, wrapped his strong, unyielding arms around Amara Brooks, and pulled her against his broad chest.

He held her with an unshakeable, terrifying tenderness, his chin resting against the crown of her dark hair, feeling her tears soak into the fine wool of his sweater.

"I have them, Amara," Dante whispered into the quiet room, his jaw clenching until the bone looked ready to split his skin. "I have every name, every token, and every signature. Your brother’s voice is about to be heard in every courtroom in this country."

He looked up, his slate-gray eyes locking onto Marcus Vance and Arthur Ross with the majesty of a sovereign king preparing to wage total war.

"Marcus," Dante commanded.
